August 21, 2023, Perlis: In a significant development, the Perlis state government has unveiled its plan to phase out all 4D gambling establishments within the state. The decision was formally announced by Fakhrul Anwar Ismail, the Housing and Local Government Exco, during a press conference following a Perlis Executive Council meeting. Importantly, this strategy prioritizes a smooth and gradual transition rather than an abrupt shutdown or an outright ban of the gambling industry.
Rather than forcibly shuttering the gambling sector, the state government has opted for a peaceful and phased approach to gradually cease its operations. Anwar underscored the government’s consistent stance on the closure of local gambling establishments, reiterating that there would be no further renewals of operating licenses for these businesses. This approach aligns with the response provided by the Menteri Besar of Perlis when addressing similar queries from other state assembly members.
Presently, Perlis is home to six 4D gambling outlets, with a distribution of three in Kangar, two in Padang Besar, and one in Perlis Port. Notably, two of these outlets have already renewed their licenses earlier this year, with their licenses set to expire in January and within the next three months, respectively.
For the remaining four outlets, their licenses are scheduled to expire later this year, specifically in July, September, and October. The Kangar City Council had communicated to these six betting shops in late April that their business licenses would not be renewed after their expiration.
The decision to gradually phase out 4D gambling establishments comes on the heels of the recent General Election held in November. During this election, the Perikatan National (PN) coalition achieved a resounding victory, securing 17 out of 18 seats in Perlis. This electoral success encompassed a clean sweep of the three national seats and a capture of 14 out of the 15 state assembly seats.
The Perlis state government’s move reflects a considered and measured approach to address the presence of 4D gambling establishments within its jurisdiction. While closures are imminent, the emphasis remains on an organized and gradual exit from the gambling sector, ensuring that the transition is carried out smoothly and with minimal disruption to businesses and stakeholders involved.
